Ray Marshall 6th Annual Konopka Lecture May, 1983 INTRODUCTION Dr. Marshall’s insights and perspectives on youth employment have emerged from his work in governmental, private , and academic settings. He served as Secretary of Labor during the Carter Administration (1977-1980) and is presently the Bernard Rapoport Centennial Professor of Economics and Public Affairs at the University of Texas. Dr Marshall has published extensively, and his textbook, Human Resources and Labor Markets, written with Sar Levitan and Garth Mangum, is widely used. In addition to his scholarly work, Dr. Marshall is active on a variety of national committees and task forces related to employment policies.
